Pursuant to Florida Statutes, Chapter 287.055 (Consultants Competitive Negotiations Act) and Tamarac City Code, Section 6-151(2), Professional Services. The City of Tamarac seeks to identify firms with substantial experience and capabilities to propose Design / Build Services regarding the project outlined in the RFP documents. This proposal is issued pursuant to and governed by the laws of the State of Florida, Article VII “Financial Procedures,” Section 7.11, “Requirements for Public Bidding, of the City of Tamarac Charter; and Chapter 6 “Finance and Taxation”, Article V, the Tamarac Procurement Code. 

The City of Tamarac is seeking to engage qualified firms to submit qualifications for the Design/Build of the Sabal Palm Park Project.  The proposed project site is approximately an 8 acres lot located at Sabal Palm Ave., Tamarac, Florida 33319.  

The proposed elements include native landscaping on at least 30% of the site, an 8-foot concrete multi-use path with one (1) central covered fitness station (with 10 pieces (minimum) of equipment), an approximate 1200 SF restroom/storage facility with concession area, a 6000 SF playground with maximum number of play equipment including safety surface and shade structure, 2500 SF splash pad, two (2) large picnic shelters (2600 SF rectangular & 36 feet hexagonal), a multi-purpose rectangular field, multi-purpose bleachers (6 EA), a basketball/pickleball court, a dog park, on-site parking area, perimeter fencing, irrigation & landscape improvements, lighting, video surveillance and security system, and fiber network infrastructure.

The Contractor must perform these services in the City of Tamarac, Florida in accordance with applicable regulations contained in Title 2 Code of Federal Regulations (CFR) Part 200, as well as regulations promulgated by Federal Agencies as well as Florida State Agency FDEP in conjunction with the City’s needs.

MINORITY / WOMEN’S / LABOR SURPLUS FIRMS PARTICIPATION: The City of Tamarac, in accordance with the requirements as stated in C.F.R. 200.321 encourages the active participation of minority businesses, women’s business enterprises and labor surplus area firms as a part of any subsequent agreement whenever possible either as prime contractors or subcontractors. If subcontracts are to be let, through a prime contractor, that contractor is required to take the affirmative steps listed in items (1) through (5) below:

(1)        Placing qualified small and minority businesses and women's business enterprises on solicitation lists;

(2)        Assuring that small and minority businesses, and women's business enterprises are solicited whenever they are potential sources;

(3)        Dividing total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small and minority businesses, and women's business enterprises;

(4)        Establishing delivery schedules, where the requirement permits, which encourage participation by small and minority businesses, and women's business enterprises;

(5)        Using the services and assistance, as appropriate, of such organizations as the Small Business Administration and the Minority Business Development Agency of the Department of Commerce.

Sealed Bids must be received electronically via the City’s encrypted procurement management system, bids&tenders^TM on or before the date and time referenced above. Any Bids received after 3:00 PM on said date will not be accepted under any circumstances. Any uncertainty regarding the time a Bid is received will be resolved against the Bidder.

City reserves the right to reject any or all Proposals, to waive any informalities or irregularities in any Proposals received, to re-advertise for Proposals, to award in whole or in part to one or more Proposers or, take any other such actions that may be deemed to be in the best interests of the City. The City of Tamarac encourages the active participation of minority businesses, women’s business enterprises and labor surplus area firms as a part of any subsequent agreement whenever possible either as prime contractors or subcontractors.
