The City of Tamarac is requesting quotes for a One (1) Year DocAccess Pro Plan SaaS subscription (provided by Streamline), which is a PDF accessibility compliance application that will support compliance with federal accessibility mandates by April 2026.  The proposed solution must fully comply with all applicable federal ADA requirements as well as state-specific regulations.

DocAccess service shall be for all current and future documents on caporellaaquaticcenter.com, embbenefits.com/tamarac, tamarac.bidsandtenders.net, tamaracfirerescue.org, tamarac.gov, and tamarac.granicus.com websites

Under the Americans with Disabilities Act (ADA) and recent Department of Justice guidelines, all public-facing digital content must be accessible to individuals with disabilities.

The application must provide, at a minimum, the following capabilities:

1. Verified WCAG 2.1 Level AA compliance, including VeraPDF validation
2. Compliance with Section 508 and ADA Titles II and III
3. Adherence to the ISO 14289 (PDF/UA) accessibility standard
4. Unlimited document views and downloads
5. Automatic processing of newly published documents
6. Full accessibility features, including translation, Q&A, and live assistance
7. A compliance monitoring dashboard
8. Automated document accessibility remediation and compliance validation
9. Real-time translation into 150+ languages
10. AI-powered search and question-and-answer functionality
11. 24/7 live visual interpretation services
12. Ongoing compliance monitoring and reporting

Contract Term and Billing:
This engagement shall be structured as a one-year contract, billed on a month-to-month basis throughout the contract term. Renewal shall be at the City’s discretion.

Price Stability and Usage Flexibility:
The proposed pricing shall remain fixed for the full contract term and shall not increase due to higher usage levels. The City of Tamarac requires the ability to expand document publication volume—up to 200% of the initially estimated page count—without incurring additional fees. This requirement ensures continuity of service, supports public transparency initiatives, and accommodates fluctuations in public-facing communications.

Indemnification and Risk Protection:
The vendor shall provide indemnification coverage in the amount of no less than $10,000 to protect the City of Tamarac from claims, liabilities, or legal actions arising from alleged failures related to digital accessibility, ADA compliance, or applicable accessibility standards. Coverage must apply throughout the duration of the contract.
