The City of Tamarac is requesting quotes for development of an Amazon Alexa Skill for the City.  Scope of Work (SOW) provided below.


 

Scope of Work

  1. Development of Amazon Alexa Skill.
    1. Development shall be in a sandbox environment.
    2. Production shall be created/managed in the City’s already existing Amazon account.
  2. Allow residents to search for, and add, a City of Tamarac Skill to Amazon Alexa.
    1. Once skill is added, allow resident to input their water bill account number if they wish to interact with utility billing.
  3. Features
    1. Utility Billing
      1. Send notification to Alexa whenever a new water bill is available, also including the bill amount and due date (utilize Data / Connection, detailed below).
      2. Allow resident to ask Alexa when their next City of Tamarac Water Bill will be due (utilize Data / Connection, detailed below).
      3. Allow resident to ask Alexa what their current City of Tamarac Water Bill is, and when it is due (utilize Data / Connection, detailed below).
      4. Allow resident to call City of Tamarac Customer Service at 954-597-3590 for assistance with their water bill.
      5. Allow resident to pay their water bill, by initiating a call to the City of Tamarac’s IVR Payment System at 954-597-3590.
      6. Allow resident to ask questions:
        1. What are payment options?
        2. Who can I call for assistance?
        3. Where is the office located?
        4. What are office hours?
        5. How can I open a new water account?
        6. How can I open an irrigation account?
        7. How can I close my account?
        8. Can I get a credit when filling my pool?
    2. Parks and Recreation
      1. What events are happening this week at the City? (provide connection for automatic updates from RSS feed)
    3. General Questions
      1. When was the City founded?
      2. Where is the City located?
      3. Where is City Hall located?
      4. What is the address of City?
      5. What is the phone number for the City of Tamarac?
      6. What are office hours?
      7. How can I submit a public records request?
      8. Many more questions from City’s website FAQ
    4. Provide the ability to easily update static questions/answers.
  4. Data / Connection
    1. Please advise on options which Amazon Alexa can use to connect to and access/retrieve data. For example, can it access an online database, can it access an online spreadsheet, etc.
    2. After determining the aforementioned options, City staff can develop routines/processes to automatically place the required data in the location accessible to Amazon Alexa.
    3. Potential data integration options include the following:
      1. Connection to a data file placed in an AWS Bucket.
      2. Direct connection to a Microsoft SQL Database (preferred).
  5. Knowledge Transfer
    1. Train City staff on how to manage the Amazon Alexa skill moving forward, where/how to find the code, where/how to update FAQs, ongoing preventative maintenance routines, etc.
    2. Provide City staff with a full copy of the code used for the Amazon Alexa skill.

 


The City is a public agency subject to Chapter 119, Florida Statutes. All contractors shall comply with Florida’s Public Records Law.

Effective July 1, 2018, Chapter Law 2018-52, Laws of Florida, prohibits the City from contracting with companies on the Israel List for any goods or services, regardless of the amount.  As an additional requirement of this new law, we are now required to make all companies that submit bids, proposals or quotations to now provide us with a written certification that the company is not participating in a boycott of Israel or is otherwise on the list of Scrutinized Companies.

Effective January 1, 2021, Florida has enacted a new law regarding E-Verify. The new law went into affect on July 1, 2020, and all affected employers must comply by January 1, 2021. Under the new law:

·  All public employers including school districts, public universities and colleges, and government agencies at all levels must enroll in and use E-Verify to verify new hires;

·  Private employers who hold a public contract as the primary contractor with a Florida government agency at any level must enroll in E-Verify;

·  Subcontractors working on a Florida public contract must enroll in E-Verify. The subcontractor must provide the primary contractor with an affidavit stating that the subcontractor does not employ unauthorized aliens, nor does the subcontractor contract or subcontract with illegal aliens. The primary contractor is required to retain any such affidavits for the duration of the contract.
